Description

This ticket is to build a re-usable component that displays a scatter plot like the following. It will be fed by a service (another ticket), but for now can show static data as a demo

Acceptance Criteria:

• static data
• label configurable
• selectable am/pm/day
• configurable labels
• configurable x/y labels.
