Upload new picture for park #364

Description

As a BC Parks staff or PO I want to be able to uplaod a new park picture for the day use pass system so that I can change this on my own instead of asking a developer.

Acceptance Criteria:

Admin user can upload new picture to a park in admin portal for DUP
old picture is archived/removed
new picture shows up on public side

Notes

can we use the same S3 bucket as CMS for these pictures? if so, how would we upload those into here?

Note: I'm curious around approvals and image quality standards that might be in place or need to be in place for this ticket.

November 21, 2024 - DUP prioritization session. This ticket/issue was identified as low priority. Have updated to low and added to icebox for now. Can be revisited at a later date.
