[S] Update Bootstrap to latest in BC Parks Bootstrap Theme #306

Description Bootstrap has fully released V5.3. We need to update our BC Parks Theme to use V5.3.

Acceptance Criteria:

BC Parks Theme uses Bootstrap 5.3
update takes affect in A&R, DUP, data register, and form engine

I updated the AC to read "BC Parks Theme uses Bootstrap 5.3" from "BC Parks Theme uses Bootstrap 5.2". fyi @JLWade

I checked both bootstrap versions on PROD and TEST just to see the versions, and noticed both are at the same versions. Wondering if that's right. @danieltruong , is this expected?

What product are you referring to? If the BC Gov theme used in the package is V1.3.2, then it is correct.

Tested on TEST DUP(Public & Admin), A&R and DR: Passed

Everything looks good and no broken UIs found.
Passing to PO review.
