[M] Design Debt - Update Figma #310

Description

Current challenge is inconsistency across our products; goal would be to find some consistency.

This ticket is to start looking at what needs to be done for a design library for our admin products.

Acceptance Criteria

spike/research into what consistencies are needed and defining our design debt
figure out how/what is needed to create library for Admin products
come up with a couple areas that could be done and create tickets for those pieces of design debt

A decision was made to update the Data Register designs to represent the currently implemented footer. Footer consistency is something we need to address across DUP, A&R, and PDR.
