[M] FAQ Page for DUP Public

As a public user, I would like to get information on commonly asked questions so I can be more informed.

As a BC Parks staff, I would like to be able to inform the public on frequently asked questions and respond to emergent questions easily.

This ticket is to create the page where FAQ content will live on DUP Public. It will be a standalone page that is populated via editable text from DUP admin. Look and feel of this page should match other DUP pages.

Acceptance Criteria:

Page Titled Frequently Asked Questions exists on DUP Public
User can access page via #302
Page shows content filled out by admin users (sysadmin) in DUP admin
Header and footer match DUP and BC Parks design guide
Font and colors of page skeleton match DUP and BC Parks design guide
FAQ page will open in a new tab
BC Parks Logo takes user to bcparks.ca
text currently displaying on footer in DUP will be removed and added to the bottom of the FAQ page: If you are experiencing a technical issue with the site please contact parkinfo@gov.bc.ca. *Non-urgent issues will be addressed during business hours, Monday - Friday, 8:30 - 4:30pm, excluding statutory holidays.

@JLWade , what do you want to show on the FAQ page when there is no content to display? Right now it looks like as below;

@manuji I would think that is an issue same as the API issue I am currently looking at debugging. There should be a default value displayed below the title. In your console you probably have an error message similar to in admin.

Tested on TEST: Done

Verified that this feature has been implemented and working fine.
Separate ticket created for the bugs https://github.com/bcgov/parks-reso-public/issues/317
Passing this to PO review.
