DUP-Public -> Issue when loading the FAQ page #317

Scenario:

Navigate to the DUP-Public on the TEST environment.
Navigate to the FAQ page: https://d2yc82svj0l8d5.cloudfront.net/dayuse/faq
Check how the page loads.

Issue:

On page load, the page content loads after a small delay.

AC:

load spinner on FAQ page while its loading so users know something is loading

@manuji This is caused from the wait time to receive a response from the api. We should discuss this at the next refinement to see what the appropriate next step is. Adding a loading bar, or spinner could be accomplished but designs would be required.

Moving out of sprint 7 - wait time doesnt not seem super long right now, but I can see use for a loading spinner to let users know something will happen. For further refinement

Tested on Test: Passed

Verified that this issue has been fixed by adding a loading image.
