The base count on the "Passes Reserved" bar go missing if the Capacity is set to zero

Description

How to replicate:

1. Navigate to the BC Parks Admin portal as an Admin user on TEST environment: Authenticated access to BC Parks Admin
2. Navigate to one of the Parks facilities (eg: Joffre Lakes)
3. Select the option to edit the capacity of the facility
4. Set the All Day Capacity field value to zero
5. Select the option Save Facility to save the changes
6. Now, check the bar graph and the counts displayed

Expected Behavior:

• The bar graph denominator should display 0 (zero).

Issue:

• The denominator on the bar graph label shows nothing when the park capacity is set to zero.
