The tab Admin Notes, and Admin Comments, is for admin use only. The users do not see this tab at all. Based on feedback some users were confused if the tab is visible to users or not.
So we implement a tool tip on the tab that says "Admin only" to help ensure that admin users are aware that this particular tab is admins only.
