Integrate the KLAB 2 cluster into the Project Registry to enable provisioning of namespaces there in our standard GitOps fashion.

DoD:

KLAB 2 (NSX-T) cluster appears in the dropdown menu available to admin users only and the provisioner bot is able to create project sets there the same way it does in other OCP 4 clusters.
