ppr-ui: Vue 3 Upgrade #219

Vue.js version 3.0 is slated to be released in Q1 of 2020. Although we are anticipating this release by using the Composition API in version 2.0, there will still be some work to update to Vue 3.

A video (if that's your style) going over vue 3 and the composition API - I am about 15 minutes into it and find it somewhat useful. Putting this here for myself for future reference and if anyone else so desires
