An anonymous user - can access nothing
A logged on BC Online user - can access the registry
An individual - can file PPR registries for a fee
A corporation - can file PPR registries for a fee
A law firm - can file PPR registries for a fee
BCGov / Registries employee<--Is not charged
An officer of the court <---Is not charged
Administrator - Can do anything
