Extension option should be displayed only when there is an active plan #341

Plans to be considered as Active RUP are,

  1. IsLegal - true statuses
    • 8 - Stands - Wrongly Made
    • 9 - Stands
    • 12 - Approved
    • 20 - Stands - Review
    • 21 - Stands - Not Reviewed
  2. 22 - Mandatory Amendment in Progress - Staff
  3. 11 - Not Approved - which was previously approved
  4. 13 - Submitted For Review - which was previously approved
  5. 18 - Awaiting Confirmation - which was previously approved
