Issue #: https://github.com/bcgov/entity/issues/23152 Description of changes:

update partial refund credit card error to specify DIRECT_PAY
update read only dollar amounts to be 2 decimal places
update validation for negative amounts
update UI to handle invoices that already have a refund amount
