22061, 21522 - EFT Payment history rework #1653

Description of changes:

EFT Short name payment history
rework to allow grouping of credit_invoice_links to tie back to history
clean up no longer used eft transactions pieces

Jobs and Queue need some minor updates, will sort those out now
