Remove _format_version from config YAML #15

A validation rule was recently added that invalidates underscores in YAML properties. This change removes a property containing underscores that is causing deploy failures.

I think it's safe to remove this line as I don't see a version like it set elsewhere in route YAML files. (For example: https://github.com/bcgov-dss/aps-gateway-ns-map/blob/master/.gwa/ns.dss-map.apps/apps-smk-mrdt-prod.yaml)
