Layer colour updates #109

Verify that it looks good, if so merge the pull request which will trigger a prod deployment, otherwise close the pull request without merging

If this is a dev deploy, verify that it looks good, then merge the pull request to trigger prod deployment.

Late to the party here - it seems like these changes are no longer deployed in development (https://cleanbcfleet-dev.apps.gov.bc.ca/)?

The colour changes are ongoing, though Jeffrey and I might be finishing them soon, maybe even today. Changes for this deployed to dev were replaced when subsequent PRs were created and redeploys to dev took place.

I'm going to close this and delete the branch so I can rebase the branch locally and push a new remote branch. There are several changes this change is behind that would be good to include as we consider the design changes.
