For some tools (like layers) it is desirable to be able to change what icons are used for the UI.

For some tools (like layers,query,identify) it is desirable to be able to control which commands are available for the tool.

This is a feature added for WFONE app, and the implementation is contained in https://github.com/qqnluaq/smk-client/tree/feature/wfone
