deploy current smk-datastore to OCP environment #55

configure current datastore (CouchDB) as a container in OCP environment. a new repo smk-datastore has been setup to store the dockerfile

CouchDB has been deployed in "Tools" environment: http://couchdb-dbc-mapsdk-tools.pathfinder.gov.bc.ca.
