Merge symbology changes from qa branch into master branch

I've run with these changes locally, done some smoke testing, and it looks OK to me.

I won't merge this yet and expect to include further changes or create a new pull request, while we sort out the differences seen between the develop and test deploys (some layers not displaying in test: Overhead structure with posted weight, Overhead Directional Signs).

Closing this (for now) as we integrated https://github.com/bcgov/smk-tlink/pull/270, which has just the overhead structure changes, instead.
