Create GitHub Actions pipline with OCP integration

This pull request update the project to use GitHub Actions with OpenShift integrations for a basic CICD pipeline.

Changes Include

• Project organization for better build capabilities;
• Add npm run build for better OCP S2I build integration;
• Add additional npm placeholder commands;
• Add Network Security Policy for the tools environment to function;
• Create a simplified S2I OCP build manifest/template;
• Create a simplified OCP deployment manifest with base role for later NSP;
• Add GitHub workflows for build as well as deployments to test and prod.
• Convert manifests to YAML (kubernets best practise is to use YAML and not JSON) for better human readability.

This is our production one. Could you please do the changes in the MOH-MSP-Enrolment project instead? The code is the same.
