feat: add pdb to keycloak and bump dev pvc

Ready for review:

• Creates an antiafinity rule that uses the recomended topology zones
• Adds a pod disruption to the keycloak active deployments. (Is not present in standby mode)
• Expand the number of keycloak pods in production to 7
• Leave the antiaffinity as preffered instead of required to prevent a blocked deployment if platform has severely limited number of nodes
• expands dev patronig PVC by 5Gigs
