Credit Transfer | Add "Credit Market" tab that links to Credit Market Report |1| #404

Story: As a fuel supplier, I want to be able to quickly view the Branch's Low Carbon Fuel Credit Market Report within TFRS.

Scenario: GIVEN that I am a fuel supplier (BCeID user) WHEN I click on the 'Credit Market' tab THEN I new web browser tab is opened AND the new tab takes me to the Low Carbon Fuel Credit Market Report - Information Bulletin RLCF-017 that details the market statistics.

Additional Info: The Credit Market tab should be placed in between the "Fuel Suppliers" tab and the "Credit Transactions" tab.

This is a publicly available document that should be viewable to all roles including a user without a role.
