Migrate GHA deployment workflows to ArgoCD triggering #1198

Existing GitHub Actions workflows utilizing Helm upgrade commands should be migrated to trigger ArgoCD sync.

The workflows will need to update relevant files in the GitOps repository. Pushing the changes will trigger ArgoCD to synchronize the application.
