Change IDIM default label from "BC Services Card" to "Service BC" #197

The current connection name displayed in the BC Wallet for the IDIM agents is BC Services Card (env), and should be changed to Service BC (env).

Change the default_label configuration property for all IDIM agents: IDIM DEV default_label: Service BC (DEV) IDIM SIT default_label: Service BC (SIT) IDIM QA default_label: Service BC (QA) IDIM PROD default_label: Service BC

This issue is also logged in IDIM JIRA as IASP-16231.

This is related to the previous request https://github.com/bcgov/trust-over-ip-configurations/issues/189 which was specified incorrectly.
