Post Aries-VCR launch clean-up

Now that the Aries-VCR version of the OrgBook has been launched the following cleanup needs to occur:

• [x] Fully decommission the prod-tmp instances (mirrors) of the von-x based BC Registries Agent.

• [x] Fully decommission the prod-tmp instances (mirrors) of the von-x based OrgBook.

• [x] Scale down the dev and test instances of the von-x based BC Registries Agent.

• [x] Retain the prod instance of the von-x based BC Registries Agent as temporary mirror.

• [x] Transfer the *.orgbook.gov.bc.ca URLs from the dev and test instances of the von-x based OrgBook to the aries-vcr based instance of the OrgBook.
