Issues with these changes:

Unit tests are run in PHP8 instead of PHP7 like they are when run locally. This is already causing some test failures in the des-notify-client plugin.
Coverage reports can't be generated. I think we would need to install xdebug to enable them.
Doesn't integrate with the wordpress-scripts checklist.
