[NOC-428] Migrate to NOC 2021 #25

  1. Exported the relevant SSOT data tables to JSON format from Postgress source DB.
  2. Added SQL script to modify the Id column, PK and FK in Occupations table.
  3. Added SQL script to update Occupations table from ssot_nocs.json with 2021 NOC data and it's corresponding title.
