Calculator always uses up to date data #120

As a Consultant/wildfire staff I want the application to be using live data So That when I make a calculation I know it is based on the most recently available data

Acceptance Criteria

[ ] Given I use the calculator, When I do any calculation, Then the results are sourced based on the up to date data from the API
[ ] Connect calculator to Wildfire One Phase 3 API as the data source

@jakemorr Is this really the 90th percentile calculator? Aren't we using full fire season data Sounds like the FWI calculator.

@jowand the 90th percentile calculator is currently using pre-generated data exported from a database snapshot that doesn't have the complete 2019 fire season.

@jowand we need a companion story to this, to pull the weather stations from the phase 3 api - it would make more sense pulling an up to date weather station list first (it's easier to do, and gives us space to figure out all the technical stuff)

We can only do this when the WF1 team's API is ready. Moving to the parking lot until it's ready in October 2020.
