Display most recent model data for wind speed and direction on a Wind Rose #399

As a Hagrid I want the most recent Model data available on Wind Speed and Direction in a Wind rose So That Analyze trends in wind data from day to day

Additional Context

this ticket does not include getting the data from Environment Canada
this ticket covers model data and historic model data for Wind Speed and Direction
each model and the actuals gets its own windrose
we want the Windrose to use 360 degrees rather than cardinal directions
for Forecast we will do multiple historic forecasts on one windrose
windrose used to summarize a period of time, not used to show change over time

Acceptance Criteria

[ ] Given a weather station is selected then the model wind rose defaults to show the most recent model data for the day of the model run
[ ] Given I am looking at model data on the wind rose, then I can change the day selected for the windrose
[ ] the wind rose summarizes the average wind speed and direction of each available time period (model dependent)
[ ] do not use the noon interpolated value for GDPS

do we want to show all model data or only the most recent model runs for the next 5 days?
