Describe the task Preload new PRs with a subset of recent data from production

Acceptance Criteria

• [ ] run the revised copy_db_to_local script as part of the pipeline when creating a new PR, so that the PR's DB has some data in it
• [ ] last 2 weeks' worth of data from tables: hourly_actuals, noon_forecasts, weather_station_model_predictions, hfi calc tables, ASA tables, ...

Additional context

• could make this optional within a PR (so that the data is only loaded when needed) using github actions workflow inputs: https://docs.github.com/en/actions/using-workflows/workflow-syntax-for-github-actions#onworkflow_dispatchinputs
