change `wqb-standardize-concentration` and `wqb-standardize-duration` to follow the add naming convention

since these are part of adding things to the database they should follow the add naming convention

wqb-standardize-concentration() to something like wqb-add-concentration-conversions()
wqb-standardize-duration() to something like wqb-add-duration-conversions()
