confirm conversation of ug/10 L to mg/L #23

Client submitted conversion as 0.1 from ug/10 L to mg/L but I think it should be 1e-4. All other new conversions that were provided matched when my conversion so all were double checked, just this one was a conflicted.

Will post in company slack channel to check with another person to confirm.

Confirmed that 1e-4 is the correct conversion value
