pull bc wqg limits from bc data then ext data #7

Once the wqg limits table has be updated to include the cas number in the bc data package update the code to pull the limit table from there then the saved csv in the extdata folder

[ ] update to pull from bcdata
[ ] delete all-wqg.csv file from extdata

To date bcdata has not been updated with the new wqglimits table
