This is an interesting case:

I'm not sure if we'll get to it this year, but if we add "Minutes" to the codes spreadsheet and give it a proper EMS_CODE, then we could move the equation to the Limits column and allow the user to input the number of minutes

we should then also create proper Conditions that can be evaluated

See #78 for discussion of simple durations (which do not depend on limits).

I think you are right - adding Minutes as an EMS_CODE may be the only way to deal with this...
