Need to add rates of change #79

temperature

Max of +/- 1 degree change from ambient background temperature.  Hourly rate of change up to 0.5 degrees.

I'm thinking we can deal with this by adding a column HourlyRate which is Inf (infinite) for everything that doesn't have defined rate and between 0 and Inf for those which do have a rate like temperature.

Thoughts @atillmanns and @HeatherGranger?

I think this just pertains to aquatic life guidelines, so i'll leave to you @atillmanns
