CTHUB - Set Up Metabase Infrastructure

Describe the task This task is to set up the new database & metabase instances for each of the business area team that is going to need Metabase to do analytics.

Purpose The purpose for this is to allow us to filter data for each team in order to control who can access what in Metabase. It will also allow us to anonymize data for analytics while maintaining the usefulness of that data going forward.

Acceptance Criteria

• [ ] Set up 4 database instances that all connect to our root database
• [ ] Set up a metabase instance for each new database
• [ ] Tear down metabase instance for our root database

Additional context

• Note, we will need to be able to determine what tables/information go to each database instance connected to our root (this is pending business area work)
