Describe the task
Address and correct two key issues on the credit transactions page for organization 17 in the ZEVA System:

1. Align the Detailed Credit Balance values with the assessed balance for MY 2021 Credits, resolving any rounding discrepancies.
2. Update the credit reduction transaction line to accurately reflect the latest re-assessment reduction amount.

Purpose
This task is necessary for maintaining the accuracy of credits displayed on the credit transactions page for organization 17. Correcting these issues will ensure users have precise and up-to-date credit information, which is vital for compliance with the ZEVA Act and Regulations.

Acceptance Criteria

• [ ] The Detailed Credit Balance values for MY 2021 Credits display accurately, with no discrepancies when compared to the assessed balance.
• [ ] The credit reduction transaction line correctly reflects the latest reduction amount from the most recent re-assessment report.
• [ ] All rounding issues related to the Detailed Credit Balance are resolved.
• [ ] The credit balance table correctly accounts for supplementary and reassessment reports by using the most recent supplementary/reassessment report, rather than only the most recent MYR.

Additional context

• The current issue with the credit balance table is that it only considers the final balances from the most recent MYR and adds subsequent credit transactions (e.g., assessed credit applications, transfers), without accounting for supplementary/reassessment reports.
• The table should incorporate data from the most recent MYR or the most recent supplementary/reassessment report to provide accurate balance calculations.
