ZEVA - Add upload forecast notification #2271

Describe the task Add a notification that confirms forecast spreadsheet upload. This mock up contains the details (bullet point 2).

Purpose It is not clear that the file has uploaded if the user is reuploading the file and the first eight rows are the same.

Acceptance Criteria

[ ] Notification is displayed when the upload is complete.

It works as intended but it still is confusing because nothing changes if both uploads are successful. You see the successful message but it does not appear or disappear and there is no loading icon. It is a UX issue not a dev issue at this point so I will be connecting with our UX practitioner about it.
