Add azure pipeline #11

azure-pipeline to compile ntedit.

13 clang-tidy errors suppressed by `//NOLINT' or '//NOLINTNEXTLINE' commands. Header including section is excluded for clang format.

Now azure pipeline is ready for ntedit and able to compile, run and check clang-format and clang-tidy also compare the output with good in-house outputs.
