Updated data loading Snakemake with new URLs and a data dependency. #163

Updated the URLs for cgi biomarkers and cancerhotspots.

I had an error when loading fda_srs that indicated it was looking for NCIT data to be in the database already. So I added a snakemake input to depend on the NCIT being completed first.
