I just created a Sutherland-class ship, and by using the 'mobile drydock' mission pod and 'logistical/quartermaster' profile, was able to take the 'rugged design' talent twice. That talent is not listed in Utopia Planitia as a talent that can be taken more than once. I assume that it's the mission pod's fault that it was allowed, but haven't tested thoroughly to be definitively sure of that.
