basque language pack added #417

Hi!

When Codeigniter translation files where managed in a wiki page, I maintained there the basque translation section. I would like to incorporate basque translation here.

There were unmanaged links to translations in the wiki, agreed, but that was open to all and this problematic. This repository is curated, hence much more reliable.
