Hide Google Bar/Header toggle bar #204

This is an enhancement request to hide (or optionally hide) the grey (upon 
mouseover) placeholder bars that correspond to the Hide Google bar and Hide 
header settings to gain additional screen real estate.

In 0.6.0 the Google Bar and Header toggles are combined if you have both 
enabled. Will continue to consider hiding it entirely

(Using Chromebook, beta channel)
Google bar, header, and footer hidden, all boxes ticked.
When the google bar is toggled on and back off, some of the lower part of the 
horizontally split screen is lost, ie. a blank footer, Refresh resolves it. Not 
really an issue but a nuisance.
