Describe the bug
Conflict Solver recognises terraform links with the same input and output planet that are meant to be sidegrades to one another as an overwrite and automatically overwrites according to overwrite priority. Resulting in the underwritten terraform link being unusable. In my case it resulted with all vanilla terraform options being lost as i didnt have the ancient empires building needed for their sidegrade terraform links
To Reproduce
Steps to reproduce the behavior:
Enable mod with sidegrade terraform links that have the same input/output as a vanilla terraform link and also different requirements to vanilla (E.G. ancient empires)
Open conflict solver
Close conflict solver after everything has loaded, dont resolve anything
Launch stellaris and start a game
Attempt to terraform a planet after unlocking vanilla requirements
Expected behavior
Planet should be able to be terraformable as vanilla
