Just noticed this... https://github.com/sc68cal/chef-devstack states the repo is going away at the end of may.

Yes - the problem is that @rcbops does not have a replacement cookbook for devstack in rcbops/chef-cookbooks@21d3b79fb7c6d4ee8245b9bd9ef1ae12e35daddf - to the best of my knowledge. Which is why I forked their repo and updated our git submodules
