Converted the cookbooks into submodules. This is the way that opscode is doing things now for chef. I put the cookbooks submodules up on github.com/osops
I cleaned up the cookbooks there, separated out the pip/apt cache from the devstack cache and moved the hostname recipe out of devstack since it is only needed if you are running inside of vagrant.
Made a lot more changes.
