[N/A] Start of an attempt to fix numpy situation

This fulfills the requirement of having numpy installed as a prerequesite dependency to use bosdyn_msgs. Goal is to create a release with this and use an updated spot_ros2 install script to make sure numpy is installed in the correct location.
