Player's spawn without anything but the physgun. #371

I've installed Evolve again to maintain control over my current sandbox server. 
Only to see that it's broken now.
Only the owner gained all tools and permissions, all other ranks had no rights 
to use any weapon or tool. The Weapons list was also empty in the ranks menu.
I had this before, when I first used Evolve (and then switched to assmod 
because it works).

I hope this is just a bug or a simple misconfiguration that can easily be fixed.

y the hell would you ever switch TOO assmod assmod is the mod people try first, 
realize there horrorable mistake and burn there comp to fix it.
