o-charts_pi Manual is needed. #29

At the very least it should be similar to https://opencpn.org/wiki/dokuwiki/doku.php?id=opencpn%3Aopencpn_user_manual%3Aplugins%3Acharts%3Aocharts&lng=en

and it should probably have reference to some of these pages on O-charts.org

See oeSENC outdated and now O-charts is used. Updates needed. #90 for these links

O-charts Manual is The MANUAL for the plugin is https://o-charts.org/manuals/?lng=en This is not the usual place for it. There should be a manual created in this repository that recreates that content or points to this URL The MANUAL for the plugin is https://o-charts.org/manuals/?lng=en

Now I wonder if this is the right thing to do? Why not just use o-charts:master?
Which is the author!

The author of o-charts_pi is bdbcat, our repo is a fork of it. Do not worry, this is the right way, let's follow the plan.

Ok. Updated User Manual Plugins link page from the Wiki. Need to add o-charts when it becomes ready.
