This commit tries to fix the pkg target to enable local installs to make building idependent packages for distributions a bit easier.
This is a WIP stage and currently the i18n target seems to be ignored.
This tires to give the issue https://github.com/bdbcat/oesenc_pi/issues/115 a place to play with ideas.
